IMHO.
Back when Aviona discovered that Habagat was a traitor, he turned the tables on her and convinced Dakila that she was the traitor. He also thought it was Aguiluz himself who had gotten the red binhi on his own. Dakila then quarreled with Bagwis who resigned his post as Army Chief and sided with Aviona because he didn't want her condemned without a proper trial. Dakila appointed Habagat in his place.
In the fall of Avila, it was Habagat who masterminded Dakila's imprisonment, and Avila was captured while the old bird-man was forced to stand and watch. He saw Habagat side by side with Rasmus and Vultra when they mocked him. In short, he made a fool of Dakila and caused many people to suffer.
So I do not blame Dakila for losing his temper. He is only a flawed being like any other who tries to do the right thing. In my opinion, Habagat needs to do a whole lot of good to make up for all his atrocious crimes. Imagine all those citizens of Avila (whom we never see) who have been enslaved by the Ravena, all the homes and lives that were destroyed. And then, there's Tierra Fuego. And then, he's sorry because he killed his son. If that had not been his son, he would not have been sorry. Dakila, of course, is pretty annoying sometimes. But I don't blame him if he's skeptical. Anyway, he let Bagwis say everything he wanted to say.
If there is one person there who has truly redeemed himself, I think it is Lucio. I also like how it happened. He did not see his son suffer, but he lost him. And in his absence, Lucio was put in a situation where he could see and feel all the evil he did to others before. He realized that he really had been no better than a Ravena. The change did not happen overnight, because at first, he was interested only in saving hismelf. He was still an arrogant bully as Lourdes found at one point. But I think the good he tried to do outweighed that. And he died defending another human being.
I'm just curious though: If Ravenum had had an affair with Gisela, Gabriel's mother, why did he let her die under the influence of Vultra (who hypnotized her so that she'd throw herself down from her room)? Also, Ravenum had been dead a long time before Gabriel was born.
